The newly renovated municipal court facility is designed to promote safety and security as well as to be functional and effective as a courtroom.
The municipal court holds first appearance and preliminary hearings for felony and misdemeanor charges to determine if probable cause exists to bind the case over to superior or state court of DeKalb County. The municipal court holds trials for traffic charges, some misdemeanors, city ordinance and parking violations that occur within the city limits of Decatur. The judges can assign fines and incarceration if the person is found guilty.
The City Commission annually appoints municipal court judges and the city attorney. Rhathelia Stroud is the chief judge, and the other judges are, Berryl A. Anderson, Robert N. Leitch, Lindsay R.M. Jones and Tisha Tallman. Two substitute judges are Mathew McCoyd and Hollie Manheimer. Bryan Downs is the city attorney; and Shawn McCullers and Silviia Baykoucheva serve as City Public Defenders. The chief court clerk, Faye Brantley, oversees the day-to-day operations of the court. In addition there are two full-time and two part-time court clerks who prepare the court calendar, support court hearings, process paperwork after hearings, and accept payments of fines. The court clerks are Lori Bell and Courtney Jackson. The part-time court clerk is Martha McMillan.
